I think they were claiming to have a greater loyalty to the Constitution than Democrats who were in the last Congress. Republicans have said that every law they introduce during this Congress will include an explanation for where the authority for that law is in the Constitution. Democrats in the last Congress openly stated that it didn't matter to them if the healthcare law was constitutional or not. I don't doubt that there are some Republicans who view this as a great PR stunt. However, I also think there are some Republicans who honestly believe that we should follow the Constituion.
